Procedures for Insuring Staff
1.Japan’s Insurance Systems
The following is a summary of the public insurance systems of Japan.

Labor insurance | (1) Employment insurance | - For securing the livelihood of people who become unemployed and supporting them in finding jobs. - In principle, all employers (even with one employee) are obligated to join the insurance program. - Insurance premium: approximately 1.5 percent of salary. - Sample premium amount in case of an employee with a monthly salary of 200,000 JPY: about 3,000 JPY (1,200 JPY to be borne by the employee and 1,800 JPY by the employer). |
(2) Workers’ accident insurance | - For illness or injury incurred by staff due to work-related causes during work and/or while commuting to or from work. - In principle, workers’ accident insurance is not applied to those in executive positions of a company, such as the president. - In principle, all employers (even with one employee) are obligated to join the insurance program. - Insurance premium: approximately 0.3 percent of salary. - Sample premium amount in case of an employee with a monthly salary of 200,000 JPY: about 600 JPY (to be wholly borne by the employer). |

Social insurance | (3) Health insurance | - Health insurance is for staff sickness or injury attributable to causes occurring outside work. - Employees’ pension insurance is for providing staff or their bereaved family with financial aid for old age and disability. - All employers in the form of business entities (such as KK) are obligated to join the insurance program. - Insurance premium: approximately 28 percent of salary. - Sample premium amount in case of an employee with a monthly salary of 200,000 JPY: about 52,000 JPY (26,000 JPY to be borne by the employee and by the employer). |
(4) Employees’ pension insurance |
Note
- Joining the public insurance program is a statutory obligation for all corporate employers.
- In all cases, premiums of social insurance are set at about 28 percent of salary (approximately 13 percent to be borne by the employee and 15 percent by the employer).
- Although there are some companies that do not join the social insurance program, it is a violation of law.
- In the review process of visa applications, we have seen some cases in which the Immigration Bureau checks whether the employer of the applicant is registered under the social insurance program.
- Neglecting the responsibilities of joining the public insurance program could cause future problems between labor and management.
